SBU. Elite real estate defenders of the economy (investigation)

Although the SBU is trying in every possible way to hide behind the neck of the secrecy declaration of not only its secret special agents but also public workers, the Schemes (a joint project of Radio Liberty and the channel “UA: First”) continue to expose the luxurious image of their lives. After a loud investigation of employees of the counterintelligence protection department of the interests of the state in the sphere of economic security, who earn an average of 15,000 hryvnias a month on average, but travel by car to tens of thousands of dollars, program journalists looked at the head of this department. What real estate does he own and can afford all this?

Some employees of the department for counterintelligence protection of the interests of the state in the sphere of economic security (one of the divisions of the Security Service), judging by their elite fleet, live “on a broad scale”, although they receive officially modest bureaucratic salaries. The “Schemes” have already told about this, what caused a stormy reaction in the SBU.

Sergei KONOKHOVA heads the economic management of the SBU. It is his subordinates, as explained earlier, “Schemes” are too luxurious for a public servant lifestyle. And what about the life of Konokhov himself, whose entire career is connected with the Security Service? On what, for example, does he move?

In 2015, according to the official register of the Ministry of Internal Affairs, the employee moved to a Toyota Land Cruiser 200 worth of about $ 40,000.

No less questions on the real estate of the chairman of the economic management of the SBU. In January 2014, KONOKHOVA purchased in the center of Kiev (on Kostelnaya Street, from where it is a stone’s throw to Maidan Nezalezhnosti) an apartment for 55 squares.

At the same time, the salary of an employee of the Security Service of Ukraine, even in a leading position, does not exceed UAH 30,000 per month. But Konokhov was enough not only for this apartment. Neighbors say: an employee is known, but he has moved.

A year after the purchase of the aforementioned apartment – in 2015 – the head of the economic management of the SBU bought a house of almost 300 square meters in the village of Yurovka, a few kilometers from Kiev. Now many solid cottages are being built here, and land plots stand from half a million hryvnia for 10 acres.

Data on this in the open registry: a civil servant is the only owner of a two-story house with a guest house, a small sports ground, a greenhouse and even a pond.

Sergei Konohov has a young wife who seems to be engaged in the upbringing of their child and has no business. As for the former wife of the SBU employee, then, as the “Schemes” have established, she is also a civil servant, working for the state company Ukrtransgaz.

Where did the money come from? The film crew wanted to ask the head of the economic management of the SBU about this, referring to him and with the request, and the phone. After long hesitation from the interview, he refused, not wanting to answer the question about the origin of all his property.

It seems that the economic management of the SBU has long served as a place for a significant improvement in the financial condition of its employees and management. “Schemes” managed to find the elite property of another well-known figure in the Security Service – Stepan Greschuk – who also made a fast career here, until recently he headed the department of the Security Service of Kyiv and the region.

In the elite residential complex “Capitol” in the heart of Kiev – on Khreshchatyk – there are mostly famous and very rich people. Among them – Grechuk. This is a club house with 48 apartments.

 

Over the past half century, he is the only new house erected on the central street of the capital and from which a view of the city opens. At the time of construction experts recognized it as the most expensive in Kiev. And on real estate sales sites, prices for apartments on the upper floors can now reach three million dollars.

In April 2017, the crew of Schem recorded how Stepan Greshchuk emerges from this house, gets into the car and goes to work at the Main Directorate of the Security Service of Kyiv and the region.

However, in response to a reference to state secrets, journalists were sent only his old paper declaration – 2015. There are no apartments in Khreshchatyk either in use or in property. It is only Nazka who can verify what she said in accordance with all the rules in his new electronic declaration, when, after all the procedures, the SBU will grant him access to state secrets, and the National Anti-Corruption Bureau in criminal proceedings.

Unlike Sergei KONOHOV, Stepan Greshchuk did not avoid meeting with journalists. He assured that already in the electronic declaration the elite apartment indicated: “Of course, he pointed out that I live in it. I have indicated everything in the declaration. I have everything marked in the declaration, I did not hide anything, I do not hide anything, I show everything that I have. No state, no estates, no private houses. ”

On whom is the apartment on Khreshchatyk in which he lives? As it was possible to learn, in 2012 elite apartment on the top floor of the house for the rich was registered by Galina Yaremchuk from the Lviv region. Investigation of “Circuits” has established: it is Stepan Greshchuk’s elder sister.

That is, they dealt with many issues, they traveled around, had the opportunity to get the appropriate financial base for their further development. ”

– Do I understand correctly that Galina Stepanovna’s family grew cattle, engaged in agricultural production, went to work in other countries and was able to buy an apartment on Khreshchatyk? – the journalist specifies.

– No, no, no, not at all, I did not say so, I said that in different stages people in their lives … And I stressed to you that for this apartment you could not buy and earn at that moment. This topic was relevant 20 or 25 years ago. They never sat idly by, they worked, they earned. Worthy lived and supported their apartment, their children, so I do not want to go into their affairs.

During the preparation of this material, President Petro Poroshenko conducted personnel reshuffles in the Security Service. Stepan Greschuk was released from office. Now he is at the disposal of the service and is waiting for a new appointment.

In the SBU itself, another typical rotation took place: Stepan Greschuk’s place in the post of the head of the Kyiv SBU management was occupied by Sergei Semochko, who previously headed the Head of the Counterintelligence Protection Department of the interests of the state in the sphere of the same economic security.

By the stamp of secrecy, which the SBU extends not only to its secret special agents, but also to public employees, it is easy to hide their potential illegal activities leading to illegal enrichment. But the duty of journalists is to shed light on the real life style of civil servants, disproportionate with their official incomes.
