In the future, some representatives of financial and industrial groups that control the activity of enterprises in the sphere of housing and communal services, it is planned to use state budget funds, which are provided to local budgets in the form of subsidies to repay debt for the consumed electricity, which has arisen due to the mismatch of actual cost of production, transportation and supply of heat energy, district heating services, hot and cold water and drainage approved tariffs “, – wrote to Malik.

According to him, it creates the conditions “for the budget appropriation of money by breeding of such enterprises to accounts controlled entities (SPD) under the guise of the purchase of securities, the signing of contracts of insurance, consulting services, devised works and so on.”.
